It looks like a simple presentation of some things that have happened in PEAR. I heard the same conference last year as we were fighting against memory abuses in the installer, as 1.4 just started :) then I heard there in Karlsruhe how marvelous "our" pear 1.4 was , and all the time I was thinking about the code inside and where those funky bytes were loosed. I never saw Tobias nose in pear installer.
