Splitting of Structures_DataGrid into subpackages?

Hi,
as you may have read here some time ago, we are planning to split
Structures_DataGrid into several subpackages for the DataSource and
Renderer drivers.
Do we have to start a PEPr proposal and a voting process, or can we just
register the new packages via http://pear.php.net/package-new.php?
I may be wrong, but I think that there was no PEPr proposal for the
split of the Validate package.
