This is great, thanks Greg. I'd like to reiterate Tim's request: if
this is the recommended way to boostrap a PEAR environment then it would
be good if the "pharball" was versioned and archived as any normal
release tarball would be, so it'd still be possible now to retrieve the
PEAR 1.4.5 .phar installer now. (and to be sure that we aren't just
downloading a non-"release" installer)
