Can you define "correctly"?

I do not understand either. Are you talking about users on one same
host, this host has PEAR installed using the system packages installer?
If yes, then take a look here:
http://pear.php.net/manual/en/faq.pearinhomedir.php
It is not a single PHAR containing the installer, but it works very
well. I'm not sure it is really possible to have this PHAR and keep the
upgrade processes as easy as it is now. It would require some extra
checks within PEAR (or hacked when the phar is packaged).
If not, please explain again what you want :)
