What I would like to have is a PHAR version of the PEAR command that I
could use to "extract" a PEAR-packaged .tgz correctly. That would make
it possible to install PEAR packages without the need for a complete
PEAR environment and allow for the user(s) to have their own PEAR
environment that does not interfere with one managed by the
distribution's package manager.
