To my great surprise, I have a simple answer for you that solves all
your problems:
http://pear.php.net/install-pear-nozlib.phar
This is always updated to the latest and greatest PEAR of the moment.
In fact, this is what is used to create the snapshots for PHP 5.1.
Beware that .phar will not work with PHP < 5.1, so if that's the case,
your best bet is to grab the php-src/pear directory, branch PHP_4_4, and
look at the Makefile.frag for a better example of how to bundle PEAR in
an unzip-and-go fashion without a .phar.
