I'm not sure to understand what you mean by non-release installer. A
phar contains always a released PEAR version, the latest stable.
About having various versions available, it is possible, but defeat
the purpose of this file. We can provide some archive somewhere, I
only do not want them in our cvs.
In the meantime, if you like to provide a list of old versions, you
can create the phar yourself using the scripts available in the
pear-core module:
