What Justin is suggesting is tantamount to having a conversation with
Sebstian Bergmann about how gentoo does their ebuilds. Gentoo ebuilds
for PEAR generally consist of a single line for install "pear install
Package-1.2.3.tgz" and a single line for uninstall "pear uninstall
Package-1.2.3.tgz", although some are more complex. Again, I could be
mistaken, as I just write PEAR, but the last time I looked at an ebuild
I was impressed at its brevity. I'll bet if you two got together, a
good solution could be worked out for RPM, and maybe gentoo could get a
few ideas along the way. That is, if the two distroes are on speaking
terms, I don't know anything about linux politics :).

Before you asked, I wasn't sure, but I checked and yes, the PEAR error
handler for the CLI version of PEAR uses "exit(1);" to tell us we have
had an error.
