Yes, that's already stated in the document: "Important note: The information provided in this document has been superseded by the web-based proposal interface PEPr. Details on the proposal process are explained in the New Maintainers' Guide that is part of the PEAR manual." Stephan Thanks , stephan , so you agree that's all kinda confusing for newcomers.
