I'm sorry it was unclear. Anyone who has a pearweb or PePr [1] account
can participate. Those willing to participate can request a PePr account
to do so.
The nominees can be basically be anybody who is subscribed to the
pear-dev or pear-qa lists.
If there are still areas in the shadow do not hesitate to ask questions.
