Excuse me but in what a pepr account (without proposals or unaccepted proposals) makes someone eligeble? Because it is a good occasion for people to get involved.I rather prefer to see them involved in the list and provide patches. We are talking about a nearly admin on pearweb. I'm not going to give the karma to some random new person, or?
I see only one reason to allow a non pear member in the QA team, someone who provides a large amount of feedback and patches (those are certainly alreay member). I also think that those who will participate are already subscribed to the list or want to participate more actively. To be honest, I would not like to see a new team of inactive persons. It did not work as expected with active members. I seriously doubt that non member will do better jobs. I'm not saying they are not qualified, only that this task requires a good knowledge of PEAR packages, its history and how releases process work. --Pierre
