I understand not wanting to totally elimiate memory limits. But 8M is way
way too low for some actions like this.
Also, a user calling "pecl install json" should not have to think about
going out of their way to manually set the memory limit. The process must
work, out of the box.

You mean the pecl shell file in /usr/local/bin. Adding that renders:
Allowed memory size of 0 bytes exhausted (tried to allocate 2 bytes)
If I set it to "80M" there or in pearcmd.php, we're good.
Also, when I called phpinfo() from pearcmd.php, it finds my php.ini file
correctly.
