Helper url functions could go there also, in the end they are related to
a HTTP_Client class :-)

Simply "Pager" would be good IMO. About the paging by other criteria,
yes. In the case of DBs is more easy, for arrays a pre-ordering will be
needed. Perhaps if we could use the same data structure for both types
(DB and arrays) we could minimize the duplication of code: ej
Pager_common, Pager_DB, Pager_array..
