way to view all bugs belonging to unmaintained packages

Closely related to the "view all unmaintained packages": How about a way to view all open bugs on packages without a maintainer/active-lead? I was thinking (having seen Arnaud cut package DBA and friends loose) people who want to help *a little* could look at those bugs, pull source from cvs and then submit a patch to QA. This way Joe Programmer could pitch in to help PEAR without feeling like they have to take on the care and feeding of a whole package.
