New Subpackage - Log_XML - Unsure of how to proceed

Greetings eveyone, This is my first time emailing the PEAR list, and my first time contributing to PEAR. With that said, I'll get to the point. I'm creating a sub package of Log, Log_XML. I've gotten the go ahead from the current Log maintainers for it and was told to post here in the IRC room. From what I understand sub-packages are handled differently from regular new packages (that go through PEPr), but I haven't been able to find anyone that knows the specifics. Is it indeed the case that sub-packages are handled differently, how should I proceed? I have all of the requirements for a proposal<http://pear.php.net/manual/en/newmaint.proposal.php>as well.
