I have updated the package file as well as the files behind the links
on the proposal. Changes include:
* Removed the old Net_MAC::Net_MAC constructor function and the
Net_MAC::factory method. They are now replaced with an
exception-throwing Net_MAC::__construct method.
* Removed all instances of PEAR::raiseError in favor of throwing
PEAR_Exception objects
* Removed some no longer required constants
* Updated comments to reflect Exception changes
* Changed all 'private' data members to 'protected'
* Updated all examples to now use Exceptions instead of PEAR_Error
