It's there for testing only, I need to uncover missing features in the
installer to make it complete. You will be notified when DB actually
moves.
My plan is this: make the installer accept both Package-version.tar and
Package-version.tgz files (or else it won't be possible to install the
zlib extension from PECL). Then in the first PHP release after
php4/pear stuff moves, the "core" stuff from PEAR is installed from .tar
files using the installer. The only files left in php4/pear will be
PEAR/Installer.php & friends, and even those should be copied from
pear/PEAR during php4 packaging. That is the only way to make PEAR
upgradable. Another important feature that needs to be in place before
moving out everything is auto-updates of the installer itself (this will
be necessary to weed out bugs quickly).
