[PEPr] +1 for Networking::Net_URL_Mapper

For instance I looked at Path.phps and there is other files and also Part.phps That's what I would like to have done in order to have this vote +1 Also, I didn't have a chance to comment (Totally missed it) and I was wondering why we are not calling this package Net_URL_Router like *Every* other packages do basically.
