PHP::PHP_GenDocBlock.
Comment:
My 2 cents. The package should be filed under the Tools category as
PhpDocBlockGenerator (whereas The PHP_DocBlock_Parser is meant as a package
to be used in user code, not as a stand alone tool.)
A short name alias can always be created on the file system.
