[PEPr] Changes in proposal for Web Services::Services_Compete

Hiroki Akimoto (http://pear.php.net/user/akky) has edited the proposal for Web Services::Services_Compete. Change comment: version 0.1.0 to 0.1.1 Have updated proposed Services_Compete package, by mailinglist-reviews and contributions from Jonathan Street, who made other Compete wrapper library( http://torrentialwebdev.com/blog/archives/107-PHP5-Compete-API-Wrapper.html ).
