Well there's a few things to take into considerations in this case: 1) His mind his maybe set (like most M$ people) so he'll stick to CodePlex .. open source with (c) microsoft at the bottom.. kinda fun :) 2) You can show him the vision he gets for his package, and the number of download and views of other packages. 3) The number of developers in pear and the growing number (counting PEPr proposals, etc) 4) Bug tracker .. (Is that really a + ? :P Well yeah, it works better and better) 4.1) Roadmaps 4.2) Statistics features, etc. 5) Vibrant community :D 6) No more accepting php4 packages 7) version control of course 8) different levels of access to a project 9) Release pulling 10) Magazine (PHP|Arch) announce when biggest+most popular packages are realeased.. 11)..
