Your wiki (and your presentation) are the only two sources of this make-ctype-deprecated rumour I could ever find. The pages you link to from your wiki (including the Paris meeting minutes) do not mention ctype at all. So I'd still like to see a "core developer X states at [Y] that ctype will be deprecated".
