At this point, I don't think we need to worry about changing the layout
of the package dist files as long as we can convert existing tgz files
automatically (and we can in this case). That being said, I think the
package.xml files in most tgz files today are only "slightly dtd
compliant". "pear package" needs to become more strict. I'm thinking
about using the XML_Tree class to make validation easier.
