As I said, I don't care much. Your package is well written, I have seen worse get into PEAR. I would even be in favor of your package to replace Console_GetArgs because I don't have the time and will to maintain it and I am not sure others can neither. About its features, you didn't implement everything Console_GetArgs provided, but the opposite is also true.
[off topic: your comment is a bit harsh, I don't know/care why such rancor, but again: I won't cry if the package is not integrated into PEAR, I just thought it was a good idea to propose it since it was yet developed and could be useful to others... As for not being creative, please don't worry too much for me ;)]
This was more a general comment about PEAR now than about your proposal. Actually, your proposal might be the most creative proposal I have seen here for ages. I am tired to see the "Services" category getting new proposal for commercial services almost every week while other categories get the dust. It's getting quite a bore.
