[PEPr] Comment on Streams::Stream_Iterate

Comment: @Chuck, The trigger_error() and non-camel case methods are required per the Stream API, so yes PHP_CodeSniffer barks, but nothing can be done about it. No PEAR_Error is returned, and the exception is only for the protocol registry part (which I think should be put in a separate PHP_Stream package for all the stream-base packages to used.)
