Yes, we decided that for PEAR2, all package code needs to be hosted in
PEAR's own svn repository.
We had numerous problems with disappearing developers that hosted their
code on own machines, or packages that were only on the lead's hard
disk. Fixing critical bugs by the QA people is very hard, since
all you have is the code in the last release.
