I think you may find several variations of the "if the @foo_dir@ string
hasn't been replaced" conditional used to solve the same check. Since
phpDocumentor is a standalone app that must be able to run without being
pear-installed, it uses this method too, in a third variation compared to
the two we've already seen:
if ('@DATA-DIR@' != '@'.'DATA-DIR@')
The trick is to remember to structure your "control" string in such a way
that it doesn't get its text replaced by the file replacement tasks.
