Have a look at Smarty 2.0 <http://phpinsider.com>. They do this and it works brilliantly (but then what else do you expect when it's coded by Monte and Andrei?) - they call it a plugin architecture, but I guess you could call it a package architecture instead :-)

Not entirely sure what you mean, but if you're talking about the ability to do:
        while ($row = $result->fetchRow(DB_FETCHMODE_ASSOC)) {
                // Massage the data
                $data[] = $row;
        }
