Seems like this question has come up before a couple of times, and from what
I remember, it's *not* possible to construct a combination constraint of
OS+PHP like the one above, at least not with the regular dependency tags. I
suppose it would be possible to have some post-install script that would do
a follow-up check *after* the installation, but I don't know enough about
the post-install scripts to know if it has the power to then install
PHP_Compat.
