[PEPr] Comment on Web Services::WindowsLive_Contacts

Jonathan Street (http://pear.php.net/user/streety) has commented on the proposal for Web Services::WindowsLive_Contacts. Comment: I believe all outstanding issues have been dealt with. I would appreciate any further comments. I have attempted to implement POST, PUT and DELETE with mixed success. DELETE does work but POST and PUT returns errors. I've spent a significant amount of time trying to understand what the issue is with no success. I've left the functions (post and put) in for the time being but if I can't get them to work then I intend to proceed without them. As I stated in the initial description I believe get and invitationsbyemail will meet most needs. The codebase passes phpcs.
