That is possible but I think it can also be the package maintainers
responsility to only mark it superseeded when they deem it to be in such a
state but the functionality you mention can be implemented if you make a
feature request on the pearweb package :-)

This is how PEAR works, when a new major version is available, the older
package gets a "superseded".
I suggest to PEAR admins that this tag gets applied when at least the new
package hits beta stage, not before.
