Hi guys,
Igor is right, I was more directing this to Bertrand in hopes of getting a
dialog going if that's a feature people think we need for the web site

Hello Bernd,
Helgi meant that a Feature Request should be submitted for the package
named "pearweb" to not allow a package marked as "superseded" if its
successor is not at least beta.
As far as I understand if you want to get HTML_QuickForm back to
active development, you should ask the package leader (Bertrand).
If I misunderstood your question, you can post a "feature request" in
the same place where you report bugs. Just make sure you mark the
right "bug type" (feature request as opposed to bug).
