My questions surround the right way to contribute to PEAR. According to the directions on the site the first step is to e-mail this list. I've written some code I feel could be of worth to other users of the package and I haven't contributed to PEAR before..
Below, I've written a description of what I did. Please let me know what my next step is.
I am starting a project dealing with the del.icio.us REST API. I noticed that the PEAR::Services_Delicious package existed but was out of date, having not been updated in 3 years. I checked out the current source package manually and added all the API calls that were missing. Additionally I added the ability to self throttle request speed (currently the package just threw an exception). Finally I exposed a User-Agent prefix that allows a developer to name his application for the REST service instead of having it being generically named as "PEAR::Services_Delicious"
