Hi, It would be alright for my part but since I haven't been particularly active I would like to leave that up to the people on the pear development mailing list (list CC'ed). They will asses and come back to you, and potentially assign a mentor to you that would be able to provide guidance around PEAR. From the top of my head, the first step would be to point to other open source contributions, if any, for them to better assist you.
