I think that it's wise to create a finance top-level directory and create Payment_KDDI_Prepaid
as a sub of it. I will that put Payment_clieop also in Finance.
Because PEAR is growing rapidly. Later on i wil also move Payment_Verisign to Finance.
Maybe it is a good idea to have only a few top-level directories like Console, DB, Image, Finance,
XML, etc.
