Hmm, a bit hasty on my part... but that reflects our frequent struggle
with packages that use the PHP license. The official docs still list
it as an available license, and other licenses can be approved for use
on an individual basis. An item for the group to discuss is whether to
remove the PHP License from the official list... and remove it from
the docs as well.
