PHP_Codesniffer, github

Hey Greg, great to see you making the move over to github. I've updated http://test.pear.php.net:8080/job/PHP_CodeSniffer/ to pull from the squizlabs repo. If you want to configure it so the unit tests run on github push; you can add a hook to http://test.pear.php.net:8080/github-webhook. I still need to fix up the github authorisation plugin and trust that it won't grant everyone admin rights at the drop of a hat - if you want an account to tweak the build; sing out.
