master is too unstable for a no-dedicated-maintainer release. The gpg validation for example is not ready for release
GPG Validation certainly isn't ready for prime-time and I'm also left wondering if we should integrate Crypt_GPG instead of using the peargpg.php file currently present in the codebase.
If you are interested in using Crypt_GPG for pear, I can help ensure it is suitable for pear's use-case. Cheers, Mike
