+1 to this proposal.
Also, how _new_ catagories are created? For example, if someone wants to add a
class that belongs to (let's say) and "Algorithms" category, can a developer
assign it a category not in the list? I got some classes I would like to
release via PEAR, but there is no good category for them in the existing
schema. They are collenction classes: list, set, tuple and bag, and should be
in something like "Utility", even a "Miscellaneous" could be OK (although not
as good).
