Sorry, but that's simply wrong:
martin@urmel:~ > cat test.php
<?php
echo ini_get("include_path") . "\n";
ini_set("include_path", "/foo/bar");
echo ini_get("include_path") . "\n";
?>
martin@urmel:~ > php -f test.php
./:/usr/local/lib/php
/foo/bar
martin@urmel:~ >
As you can see, one can change the include path at runtime.
