To get the installer, download it from http://pear.php.net/go-pear and
execute with php -f go-pear, it should do all the work for you.
There is some still some valid documentation at:
http://cvs.php.net/co.php/pearweb/doc/pear_package_manager.txt?p=1
on what the PEAR installer is or how to build the package specification
file (package.xml).
