Well, after having tested SQLite extensively I've come to the conclusion that it is not really suited for use with PHP in a web environment, so I'm not going to make a PEAR DB or MDB driver for it. SQLite is in a lot of ways impressive: It's supports a lot of things that e.g. MySQL doesn't, and it still manages to be extremely fast (faster than MySQL in a lot of cases). Also, it's very well suited for use with C/C++, because being a C library, it can be included very easily. That means that a C/C++ program doesn't need to have big requirements such as an installed PostgreSQL or MySQL - the C/C++ program can ship with the C library SQLite and thus, it has a RDBMS right at its fingertips. The situation is a little different with PHP. Sure, you could ship your PHP program with SQLite, but you would still need SQLite support in PHP. The worst problem, however, is that SQLite doesn't handle multiple users at the same time very well. SQLite locks the entire database during transactions and writings, and that means that SQLite is not suited for a web environment. Those who feel that SQLite would be a great idea for command line programs or graphical programs should of course consider making an SQLite driver for DB or MDB, but anyway...
