If you guys want some ideas about any of this, check out SiteManager. It's an
open source PHP application framework that has already implemented a lot of
ideas you're talking about - including creation of forms (called SmartForms
in the library) configurable through an XML file. There's even an application
for building forms online, and saving out the XML. SmartForms have pluggable
'input entities' (text, textbox, select) and filters, and are fully
templated.
It uses PEAR for it's DB abstraction layer, but the rest of the features are
custom.
