Richard added the license tag in package.xml to the wrong
section, which causes the installer to fail.
Richy: <license>PHP License 2.02</license> apparently has to be
a subelement of <package> and not of <release>. Do you have the time
to roll a bug-fixing release on your own or should I do it for you?
