Here is an outline of what I ran into getting pear installed onto windows. I wanted to wipe my pear clean and reinstall since I haven't realy been using the package manager to put stuff in there. So I renamed my existing pear directory, and followed instructions from pear.php.net to install. Rather than using lynx, I used wget since I already had it. In my particular case, I have php in e:\apps\php421\ since I have multiple versions installed.

Copied pear.in from php cvs to php/pear/scripts
copied pear.bat from php cvs to php/
edit pear.bat to reflect correct paths for PHP_BIN and PEAR_PATH
edit pear.in:
comment out line with @include_path@
replace @pear_version@ with 0.9.1
Now 'pear install' will work correctly
run 'pear config-show'
BUG: PEAR test directory | test_dir | c:\php4\pear\tests
all other paths are correct per the go-pear script settings
if not the correct path, must reset it.
'pear config-set test_dir .......\pear\tests'
