I think I agree. Although it would be best to integrate with
bugs.php.net (so reported PEAR bugs can easily be re-categorized as php
bugs etc), I don't know if we'll get the resolution we need. I suggest
copying php.net/bugs.php to pear.php.net/bugs.php, and change what needs
changing (header/footer functions, categories, mail addresses...)
