I don't see the problem. If a pear bug is consider a PHP bug, the bug
system could provide a way to write the bug in one category of the PHP
database bugs.

We will have more than 20 top level categories with will store one entry
per class (just a quick idea), and having this mixed with the already
buch of entries in PHP bugs could become a great mess.
