You should ask Alexander if he sees the possibility that tutorials can
be integrated into his new manual structure easily. For me it would be
ok to have a new section for this.

References are the best way to tell advanced programmers how to use a
package efficiently. But I agree with you that it's very often easier
for beginners to have a tutorial where they don't need to think much
but can copy & paste everything.

The best place right is now is the PEAR manual, really.
