In php4/pear/pear/Registry.php, the function -_lock() requires a change from
if (!strstr(php_uname(), 'Windows 95/98')) {
to
if (!strstr(php_uname(), 'Windows 9x')) {
for PHP 4.3
Note: PHPDoc install still doesn't work on win
