Yes, but living in Brazil like I do as you do, you have to admit that spamming from Brazil has become unbearable lately, especially after many people got ADSL lines.

Yes, it is stupid. I do not agree either with this kind of blacklisting but honestly I do not know of a better of idea to protect the PHP lists now. The point is to coerce non-spamming users to complain to their ISP so they do something about it.

What do you mean? The blocking started to happen on July 31st in UOL ADSL routers. It is a recent thing.
But we have 2 problems here: 1. The admin of that black list is in vacation. 2. If you read the page you will see this text: "Yes, I do accept requests for new blocklists. No, none of the currently published blocklists accept removal requests."
Maybe this is not a good blocklist to trust. I am afraid who hosts PHP mailing lists may not want to use a different blocklist.
